The Empire of Numer is a massive, environmentally stunning nation, ruled by Ensi Resgaal Uran of Sepris with an even hand, and notable for its unlimited-speed roads. Its hard-nosed, hard-working population of 1.197 billion are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Commerce. It meets every day to discuss matters of state in the capital city of Sepris. Citizens pay a flat income tax of 25%. A powerhouse of a private sector is led by the Book Publishing industry, followed by Tourism and Gambling.

Voters must frequently select what they view as the lesser of two evils on the ballot, citizens must pay to enjoy Numer's pristine beaches, only a minority of the population can actually vote at elections, and the government has cautiously opted to support women's suffrage. Crime is relatively low, thanks to the all-pervasive police force and progressive social policies in education and welfare. Numer's national animal is the Numerian Tiger, which frolics freely in the nation's many lush forests, its national religion is The Numerian Pantheon, and its currency is the kaad.

Numer is ranked 13th in The Middle East and 93,132nd in the world for Shortest Average Lifespan, scoring -24 on the Bus Surprisal Index.
