The Universal Utopia of North Calaveras is a gargantuan, socially progressive nation, ruled by The Great Leader with an iron fist, and remarkable for its complete lack of prisons. Its hard-nosed, hard-working, cynical population of 11.198 billion are proud of their wide-ranging civil freedoms, and those who aren't tend to be dragged off the streets by men in dark suits and hustled into cars with tinted windows.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt individuals devotes most of its attentions to Defence, with areas such as Religion & Spirituality and Law & Order receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Charnel. Income tax is unheard of. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

The North Calaveras Enquirer offers weekly cash prizes for 'most blasphemous song, story, or cartoon', Vulture is one of the most popular forenames in North Calaveras, the importance of winning Olympic gold medals is indoctrinated from an early age, and the armed forces are locked in an expensive and bloody war abroad to stamp out possible terrorists. Crime -- especially youth-related -- is totally unknown. North Calaveras's national animal is the Vulture, which teeters on the brink of extinction due to widespread deforestation, its national religion is Secular, and its currency is the Credit.
