The Federation of Nooh is a massive, environmentally stunning nation, ruled by Leader with a fair hand, and renowned for its restrictive gun laws. Its compassionate, intelligent population of 3.274 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and Healthcare. It meets every day to discuss matters of state in the capital city of Noohscow. The average income tax rate is 92%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The government is attempting to revitalize a gutted private sector, a niche industry catering to S&M enthusiasts has sprung up, protesters are up in arms over new nuclear power stations, and Nooh's soft-touch approach to diplomacy has made it known as the 'push-over' of the region. Crime is totally unknown. Nooh's national animal is the bear, which is also the nation's favorite main course, and its currency is the karma.

Nooh is ranked 432nd in Europe and 95,700th in the world for Shortest Average Lifespan, scoring -27 on the Bus Surprisal Index.
