The Federation of NGC 253 is a gargantuan, genial nation, notable for its hatred of cheese. Its compassionate, cynical population of 19.11 billion are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it devotes most of its attentions to Social Welfare, with areas such as Religion & Spirituality and Law & Order receiving almost no funds by comparison. The average income tax rate is 70%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Scientists recently cloned the long-extinct feather-bellied kitty, euthanasia is illegal, the government awards prizes to television shows featuring stereotype-breaking minority roles, and political parties are banned from advertising and receiving private donations. Crime is totally unknown. NGC 253's national animal is the tribble, which is also the nation's favorite main course, and its currency is the star.

NGC 253 is ranked 12th in New England and 86,151st in the world for Largest Insurance Industry, scoring -3 on the Risk Expulsion Effectiveness Rating.
