The Empire of Newlayne is a massive, safe nation, ruled by Leader with an even hand, and notable for its complete lack of prisons. Its hard-nosed population of 1.113 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The large government juggles the competing demands of Defence, Commerce, and Education. It meets every day to discuss matters of state in the capital city of Hamilton. The average income tax rate is 26%, but much higher for the wealthy. A powerhouse of a private sector is led by the Pizza Delivery, Arms Manufacturing, and Retail industries.

Red Cross demand for body bags are rising while sutures are decreasing, Leader has just been declared ruler of Newlayne in an international press conference, the nation's first space rocket -- sponsored by Pepsi and shaped like an enormous soda bottle -- is being developed, and heavy industry must go to expensive lengths to dispose of waste. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Newlayne's national animal is the Kiwi, which is also the nation's favorite main course, and its currency is the Dollar.
