The Colony of New Qandahar is a huge, cultured nation, renowned for its complete lack of public education. Its hard-nosed, hard-working, intelligent population of 940 million live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals juggles the competing demands of Commerce, Defence, and Education. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Pizza Delivery, and Automobile Manufacturing industries.

Penurious citizens die from easily remedied ailments because they aren't 'taking enough initiative', almost half of the child population live rough on the streets, citizens are allowed to rise or fall based on their own merits, and a typical fast food menu item could serve a small army. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. New Qandahar's national animal is the Moose, which is also the nation's favorite main course, and its currency is the Silver Ingot.
