The Holy Empire of New Medford is a massive, devout nation, ruled by President Lacavera with an iron fist, and renowned for its hatred of cheese. Its hard-nosed, cynical population of 1.482 billion are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it devotes most of its attentions to Law & Order, with areas such as Social Welfare and Commerce receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Folsom. The average income tax rate is 93%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Star Fish populations thrive as dogs are slaughtered in the millions, tourists are kicked out if they express interest in their national sport, there's a shortage of swinging hot spots as land development grinds to a halt, and every product goes through extensive safety-testing by the government. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. New Medford's national animal is the Star Fish , which frolics freely in the nation's many lush forests, its national religion is Christianity, and its currency is the Medfordian .
