The Republic of New La Habana is a massive, safe nation, ruled by President Smith with an even hand, and renowned for its anti-smoking policies. Its hard-nosed, hard-working, intelligent population of 3.756 billion enjoy some of the most opulent lifestyles in the region, unless they are unemployed or working-class, in which case they are variously starving to death or crippled by easily preventable diseases.

It is difficult to tell where the omnipresent, corrupt, liberal government stops and the rest of society begins, but it juggles the competing demands of Education, Commerce, and Defence. It meets every day to discuss matters of state in the capital city of New Uber City. Citizens pay a flat income tax of 59%. A powerhouse of a private sector is led by the Information Technology, Book Publishing, and Tourism industries.

The government is reining in public spending, the government has instituted 'traveller reservations' across the country, citizens are allowed to rise or fall based on their own merits, and the nation has welcomed its expats back with open arms. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. New La Habana's national animal is the Spirit of Gravity, which teeters on the brink of extinction due to widespread deforestation, its national religion is Atheism, and its currency is the Uber.

New La Habana is ranked 4th in Eastern Islands of Dharma and 1,442nd in the world for Largest Insurance Industry, scoring 10 on the Risk Expulsion Effectiveness Rating.
