The Republic of New Daleks II is a gargantuan, safe nation, ruled by no leader with a fair hand, and renowned for its complete absence of social welfare. The hard-nosed, intelligent population of 17.814 billion New Daleks IIians are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.
