The Socialist Republic of New Ceausist Romania is a massive, safe nation, ruled by Communist Party leader Constantin Rotaru with an iron fist, and remarkable for its sprawling nuclear power plants. Its hard-nosed, cynical population of 4.334 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Commerce. It meets every day to discuss matters of state in the capital city of North Bucharest. The average income tax rate is 91%, and even higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

Spies caught in New Ceausist Romania are never heard from again, phone taps are frequently carried out by the police, the importance of winning Olympic gold medals is indoctrinated from an early age, and most of the military's funding goes into researching space-age weaponry. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. New Ceausist Romania's national animal is the lynx, which frolics freely in the nation's many lush forests, its national religion is state-controlled New Romanian Orthodox, and its currency is the New Ceausist Romanian leu.
