The Imperial Empire of New-Wes-Valley is a massive, safe nation, ruled by Emperor Maximillion II with an iron fist, and notable for its punitive income tax rates. Its compassionate, hard-working, cynical population of 4.91 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, moralistic government stops and the rest of society begins, but it juggles the competing demands of Defence, Religion & Spirituality, and Law & Order. It meets every day to discuss matters of state in the capital city of Wesleyville. The average income tax rate is 87%. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Automobile Manufacturing and Tourism.

Students who refuse to pray are expelled from school, prisoners work-share to cut down rising costs of keeping them in jail, the government has started a campaign to crack down on road rage and encourage alternate means of commuting, and houses and businesses are bulldozed to make way for ever-expanding cemeteries. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. New-Wes-Valley's national animal is the Puffin, which teeters on the brink of extinction due to widespread deforestation, its national religion is Christianity, and its currency is the Money.
