The Republic of Neptune-aughts is a colossal, safe nation, renowned for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 6.316 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals juggles the competing demands of Commerce, Education, and Healthcare. It meets every day to discuss matters of state in the capital city of Triton. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Uranium Mining, and Woodchip Exports industries.

New urban roads are threatening city parks, Saturday morning cartoons feature full frontal nudity, the nation's drinking water tends to glow green at night, and crowds of flag-burning protesters tend to accidentally become crowds of burning protesters. Crime is relatively low. Neptune-aughts's national animal is the seahorse, which teeters on the brink of extinction due to widespread deforestation, and its currency is the coral pearl.
