The Dominion of Nemphesis is a gargantuan, environmentally stunning nation, renowned for its devotion to social welfare. Its compassionate, hard-working, cynical population of 19.455 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Defence, although Law & Order and Religion & Spirituality are secondary priorities. It meets every day to discuss matters of state in the capital city of Amarth Tal. The average income tax rate is 89%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

All major public areas are watched by police surveillance cameras, skateparks can be found in every city, pristine wilderness has been trashed in the quest for cheaper oil, and motorists must pay to enter inner-cities during peak hours. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Nemphesis's national animal is the dragon, which is also the nation's favorite main course, and its currency is the diamond.
