The Catocracy of Nanatsu no Tsuki is a colossal, safe nation, ruled by Chairwoman Meow with an even hand, and notable for its sprawling nuclear power plants. Its compassionate, hard-working population of 9.256 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Education, and the Environment. It meets every day to discuss matters of state in the capital city of Cat-mandhu. The average income tax rate is 95%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

High-income earners pay a 100% tax rate, anti-government web sites are springing up, citizens are allowed to rise or fall based on their own merits, and speaking out against the government is punishable by flogging. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Nanatsu no Tsuki's national animal is the Iriomote Cat, which frolics freely in the nation's many lush forests, its national religion is Cat-olicism, and its currency is the Iriomote Yen.
