The Steampunk Empire of Muckchoi is a massive, economically powerful nation, ruled by Kaiser Rovinion with an even hand, and remarkable for its keen interest in outer space. Its compassionate population of 1.311 billion enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and Social Equality. It meets every day to discuss matters of state in the capital city of Rovinionopolis. The average income tax rate is 79%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

Heavy industry must go to expensive lengths to dispose of waste, conductors wield diamond-encrusted batons to fit in with their freshly gilded surroundings, a large concrete wall is being built around the country's borders, and prime real estate is devoted to wind farms and solar energy generators. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Muckchoi's national animal is the spider, which is also the nation's favorite main course, and its currency is the Luke.
