The Republic of Mourro is a massive, cultured nation, ruled by Prime Minister Ronald Caudle with an even hand, and renowned for its museums and concert halls. Its compassionate population of 3.43 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Social Equality, and the Environment. It meets every day to discuss matters of state in the capital city of Saint Arthur's City . The average income tax rate is 52%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Charged suspects often have to wait years before the courts have room to judge their trial, politicians are to be found scavenging bins at night to supplement their income, penurious citizens die from easily remedied ailments because they aren't 'taking enough initiative', and the government is promoting multicultural values with the new 'Just Be Nice, OK?' initiative. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Mourro's national animal is the horse, which frolics freely in the nation's many lush forests, and its currency is the Mourron Wo.
