Its hard-nosed, intelligent population of 2.735 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized government juggles the competing demands of Education, the Environment, and Religion & Spirituality. The average income tax rate is 20%, but much higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The government is pursuing a new programme aimed at promoting cultural sophistication, concert pianists lie about their occupation to avoid ridicule, the judicial system legislates morality, and the government is giving peace a chance. Crime -- especially youth-related -- is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Misericors Iustitia's national animal is the Dove, which frolics freely in the nation's many lush forests, its national religion is Catholicism, and its currency is the Velo.
