The Imperial Commonwealth of Malkyer is a gargantuan, cultured nation, ruled by King-Emperor Charles II with a fair hand, and notable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 13.134 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal individuals concentrates mainly on Defence, although Education and Law & Order are secondary priorities. It meets every day to discuss matters of state in the capital city of Manetheren. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Uranium Mining, and Book Publishing industries.

Government officials frequently cut taxes as a distraction from antics with their secretaries, a niche industry catering to S&M enthusiasts has sprung up, voting is voluntary, and corporations are either above the law or corrupting it. Crime is a serious problem. Malkyer's national animal is the horse, which teeters on the brink of extinction due to widespread deforestation, and its currency is the crown.
