The Confederacy of Malibu is a massive, economically powerful nation, ruled by Leader with an iron fist, and renowned for its anti-smoking policies. Its hard-nosed, hard-working, cynical population of 1.281 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Healthcare. It meets every day to discuss matters of state in the capital city of magnum. Citizens pay a flat income tax of 37%. A powerhouse of a private sector is led by the Uranium Mining, Woodchip Exports, and Arms Manufacturing industries.

Poets and writers are regularly rounded up and shot for entertainment, police officers have been re-kitted with designer uniforms and gold plated handcuffs, all news sources are under strict government control, and newspapers cannot report anything about politicians without their explicit consent. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Malibu's national animal is the orangutan, which teeters on the brink of extinction due to widespread deforestation, and its currency is the credit.

Malibu is ranked 50th in the West Pacific and 2,665th in the world for Shortest Average Lifespan, scoring 25 on the Bus Surprisal Index.
