The Utopian Dominion of Locklak is a huge, safe nation, remarkable for its restrictive gun laws. Its hard-nosed population of 657 million are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it is mainly concerned with Law & Order, although Healthcare and Education are on the agenda. The average income tax rate is 54%, and even higher for the wealthy. A robust private sector is led by the Information Technology industry, followed by Gambling and Furniture Restoration.

Citizens are regularly arrested in queues for 'loitering', underage drinkers are dragged through the streets and put in the stocks, senior citizens can usually be found doing heavy manual labour, and politicians are losing their jobs in a plan to make the government 'leaner and fitter'. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Locklak's national animal is the Scaled Kangaroo, which teeters on the brink of extinction due to widespread deforestation, and its currency is the rapp.
