The Empire of Little Flowers is a gargantuan, cultured nation, ruled by a half dozen Conglomerates with an iron fist, and remarkable for its unlimited-speed roads. Its hard-nosed, hard-working, cynical population of 22.369 billion enjoy great individual freedoms in everything except elections, which, where they exist at all, are populist shams for a dictatorship government that has no intention of ever giving up power.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals is mainly concerned with Defence, although Commerce and Public Transport are secondary priorities. It meets every day to discuss matters of state in the capital city of Petalopia. Income tax is unheard of. A powerhouse of a private sector is led by the Arms Manufacturing, Information Technology, and Automobile Manufacturing industries.

Homeless people are frequently charged with trespassing on public property, surveillance cameras are banned, mobile phone masts are being erected all over the country, and the government is spending billions of taxpayer petals to support the Arms Manufacturing industry. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Little Flowers's national animal is the honey bee, which is also the nation's favorite main course, its national religion is Moghdom, and its currency is the petal.
