The Empire of Liberal Ukraine is a gargantuan, genial nation, ruled by Vadim Shevchenko with a fair hand, and renowned for its hatred of cheese. Its compassionate, intelligent population of 19.865 billion love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Education, although Social Equality and Healthcare are secondary priorities. It meets every day to discuss matters of state in the capital city of Kiev. The average income tax rate is 61%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Fewer people are bathing as citizens must show ration stamps before they can turn on their faucets, citizens are expected to be proficient in at least five languages, the government has started a campaign to crack down on road rage and encourage alternate means of commuting, and expensive lawyers are hired to defend citizens in court for public urination charges against their pets. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Liberal Ukraine's national animal is the fox, which frolics freely in the nation's many lush forests, and its currency is the hryvnia.

Liberal Ukraine is ranked 50th in USSR and 44,602nd in the world for Highest Drug Use, scoring 77 on the Pineapple Fondness Rating.
