The Federation of Leotania is a colossal, environmentally stunning nation, ruled by Leader with an iron fist, and remarkable for its museums and concert halls. Its compassionate, intelligent population of 6.348 billion enjoy extensive civil rights and enjoy a level of social equality free from the usual accompanying government corruption.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and the Environment. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Military barracks resemble five-star hotels, extreme political groups are outlawed, teenagers across the country are celebrating the defeat of a national curfew bill, and schoolchildren have twice-weekly sex education classes. Crime -- especially youth-related -- is a major problem, probably because of the country's utter lack of prisons. Leotania's national animal is the lion and the wolf, which frolics freely in the nation's many lush forests, and its currency is the labour credit.
