The Militarist Republic of Leocardia is a gargantuan, economically powerful nation, ruled by the Southern Leader with an iron fist, and renowned for its suspicion of poets. Its hard-nosed, hard-working, cynical population of 13.491 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Kika Mana. The average income tax rate is 98%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Leocardia has been recently classified as an international menace after 'liberating' several nearby territories, pollsters are out of a job as elections have been cancelled, prisons are crowded with possible terrorist suspects, and strange looking men with big red noses are found hiding behind bushes and inside dustbins. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Leocardia's national animal is the Lion, which teeters on the brink of extinction due to widespread deforestation, its national religion is to worship the Southern Leader, and its currency is the Leo.
