The City of Las Venturas is a massive, economically powerful nation, ruled by Carl Johnson with a fair hand, and notable for its unlimited-speed roads. Its hard-nosed, hard-working, intelligent population of 1.156 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals is effectively ruled by the Department of Commerce, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Retail, and Uranium Mining industries.

Corporations donate huge sums of money to favored politicians, houses and businesses are bulldozed to make way for ever-expanding cemeteries, mobile phone masts are being erected all over the country, and waste is frequently shipped to other countries. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Las Venturas's national animal is the bandito, which is also the nation's favorite main course, and its currency is the poker chip.

Las Venturas is ranked 22nd in Texas and 3,623rd in the world for Largest Insurance Industry, scoring 7 on the Risk Expulsion Effectiveness Rating.
