The Phantom Zone of Laibach is a gargantuan, socially progressive nation, ruled by Leader with a fair hand, and notable for its anti-smoking policies. Its compassionate, intelligent population of 20.227 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it devotes most of its attentions to Education, with areas such as Defence and Commerce receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Laibach City. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Roads are often attended by round-the-clock construction crews, the latest Harry Potter book is a bestseller, retirement homes are often fitted with luxurious suites, and highschool principals regularly send armed truancy patrols to drag problem students to school. Crime is totally unknown. Laibach's national animal is the Jackalope, which frolics freely in the nation's many lush forests, its national religion is a major religion, and its currency is the Fun Ticket.
