The Nomadic Land of L2 is a gargantuan, devout nation, remarkable for its happy-go-lucky citizens. Its compassionate, hard-working, intelligent population of 13.434 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it is mainly concerned with Social Welfare, although Education and Commerce are secondary priorities. The average income tax rate is 37%. A powerhouse of a private sector is led by the Information Technology industry, followed by Book Publishing and Gambling.

Teenagers across the country are celebrating the defeat of a national curfew bill, much of L2's computer network is controlled by a rampant artificial intelligence, citizens are enjoying a recent large cut in taxes, and traveller camps regularly block five-lane superhighways. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. L2's national animal is the goldfish, which teeters on the brink of extinction due to widespread deforestation, and its currency is the wind.
