The Semi Agrarian Metropolis of Kiryu-shi is a gargantuan, environmentally stunning nation, renowned for its absence of drug laws. The compassionate, intelligent population of 16.107 billion Kiryu-shians enjoy extensive civil rights and enjoy a level of social equality free from the usual accompanying government corruption.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal individuals concentrates mainly on Education, although Social Welfare and Social Equality are secondary priorities. It meets every day to discuss matters of state in the capital city of Kasakake University. The average income tax rate is 10%, but much higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Most people suffer from some form of hearing loss, there's a shortage of swinging hot spots as land development grinds to a halt, foreign 'investors' have been taking a great interest in the new secret shuttle, and private law firms are unheard of. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Kiryu-shi's national animal is the monkey, which frolics freely in the nation's many lush forests, its national religion is Quee, and its currency is the credit.

Kiryu-shi is ranked 18th in Atlantian Oceania and 10,102nd in the world for Lowest Overall Tax Burden, scoring 0 on the Hayek Index.
