The Heterogeneously High States of Kikiyo is a gargantuan, economically powerful nation, notable for its barren, inhospitable landscape. Its hard-nosed, hard-working, intelligent population of 19.182 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals is effectively ruled by the Department of Commerce, with areas such as Law & Order and the Environment receiving almost no funds by comparison. Income tax is unheard of. A powerhouse of a private sector is led by the Uranium Mining, Automobile Manufacturing, and Gambling industries.

The automotive industry soaks up huge government handouts, surveillance cameras are banned, the latest Harry Potter book is a bestseller, and citizens drive tank-like vehicles with mounted machine guns. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Kikiyo's national animal is the Roach, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Bud.
