The Communist Empire of Kie is a gargantuan, environmentally stunning nation, ruled by Phạm Hùng with an iron fist, and remarkable for its punitive income tax rates. Its hard-nosed, cynical population of 15.508 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It meets every day to discuss matters of state in the capital city of Hanoi. The average income tax rate is 98%. A powerhouse of a private sector is dominated by the Information Technology industry.

The airship business has been driven out of the country by strict regulations and high fines, cities are engulfed by smog, private business has started paving paradises and putting up parking lots, and citizens are regularly arrested in queues for 'loitering'. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Kie's national animal is the Charlie, which is also the nation's favorite main course, its national religion is a major religion, and its currency is the Dong.

Kie is ranked 9th in Alcatraz and 94,788th in the world for Most Compassionate Citizens, scoring -420 on the Kitten Softness Rating.
