The Federal republic of Khelshar is a massive, environmentally stunning nation, ruled by President Thomas Waverley with an even hand, and renowned for its anti-smoking policies. Its compassionate, hard-working, intelligent population of 4.18 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Equality, Education, and Commerce. It meets every day to discuss matters of state in the capital city of Royalna. The average income tax rate is 89%, and even higher for the wealthy. A powerhouse of a private sector is led by the Tourism industry, followed by Information Technology and Gambling.

The 'kind of scrawny' 500 meter hurdle is a popular event, almost all of Khelshar's water is piped into the country from abroad for exorbitant prices, citizens applying for their first jobs face fierce competition from the homeless, and corporations donate huge sums of money to favored politicians. Crime is relatively low, thanks to the all-pervasive police force and progressive social policies in education and welfare. Khelshar's national animal is the Three-toed wood sloth, which frolics freely in the nation's many lush forests, its national religion is still undefined, and its currency is the Gals.

Khelshar is ranked 2,358th in 10000 Islands and 121,723rd in the world for Largest Mining Sector, scoring -5 on the Blue Sky Asbestos Index.
