The Rogue Nation of KeyLeigh is a gargantuan, genial nation, ruled by Leader with an even hand, and notable for its keen interest in outer space. Its compassionate, hard-working, intelligent population of 18.929 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

There is no government in the normal sense of the word; however, a small group of community-minded individuals is effectively ruled by the Department of Social Welfare, with areas such as Religion & Spirituality and Commerce receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of KeyLeigh City. Income tax is unheard of. An almost nonexistent private sector is dominated by the Book Publishing industry.

Loans are available for students from poor families, morning coffees are no longer the same since the disappearance of newspapers, corporations donate huge sums of money to favored politicians, and KeyLeigh-made cars tend to catch fire in people's driveways. Crime is totally unknown. KeyLeigh's national animal is the basilisk, which is also the nation's favorite main course, and its currency is the booga.
