The Kingdom of Kelonna is a massive, safe nation, ruled by king John Gerhardt II with an even hand, and notable for its compulsory military service. Its hard-nosed population of 1.473 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Kelowna. The average income tax rate is 80%, and even higher for the wealthy. A powerhouse of a private sector is led by the Arms Manufacturing, Information Technology, and Woodchip Exports industries.

Homeless people are frequently charged with trespassing on public property, the nation's new foreign policy of 'very disproportionate retribution' has its neighbors on edge, major cities shut down as their local sports team takes to the field every day, and pharmacies close down as medicinal drugs are sold freely by the government. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Kelonna's national animal is the Eagle, which teeters on the brink of extinction due to widespread deforestation, its national religion is The light side of the Force, and its currency is the Kelonnan Dollar.

Kelonna is ranked 444th in Balder and 13,096th in the world for Largest Public Sector, scoring 20 on the Bureaucratic Comprehensiveness Rating Scale Index.
