The Dominion of Kellaxia is a colossal, genial nation, ruled by Max Raklarz with a fair hand, and notable for its anti-smoking policies. Its compassionate, intelligent population of 5.132 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent, liberal, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and Social Equality. It meets every day to discuss matters of state in the capital city of Alaxmiz. The average income tax rate is 99%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Tourism.

Droves of former desperados are applying to join the border police, most of the nation's wealthy aristocrats are dentists, every product goes through extensive safety-testing by the government, and recent protests against birds flying too low have resulted in bloodshed. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Kellaxia's national animal is the box jellyfish, which is also the nation's favorite main course, and its currency is the gram.

Kellaxia is ranked 1st in Democratic Social Union and 1,079th in the world for Largest Public Sector, scoring 37 on the Bureaucratic Comprehensiveness Rating Scale Index.
