The Techno Union of Kelh is a gargantuan, economically powerful nation, ruled by Technician Kelh with an even hand, and remarkable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 15.271 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded individuals is effectively ruled by the Department of Defence, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Karthag. Income tax is unheard of. A powerhouse of a private sector is led by the Uranium Mining, Automobile Manufacturing, and Information Technology industries.

Euthanasia is legal, eight year-olds can be seen lighting up in public areas, Animal Liberationists are regularly jailed, and manual labourers must be willing to have cybernetic limbs to get a job. Crime is crippling, probably because of the country's utter lack of prisons. Kelh's national animal is the Hutt, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Imperial Trade Credit.

Kelh is ranked 1st in the region and 73rd in the world for Most Godforsaken.
