The United Democratic Republic of Kawther is a colossal, cultured nation, ruled by Yassir Hussein with an even hand, and remarkable for its prohibition of alcohol. Its compassionate population of 8.833 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and Commerce. It meets every day to discuss matters of state in the capital city of Quther United City. The average income tax rate is 98%. A powerhouse of a private sector is led by the Book Publishing, Uranium Mining, and Soda Sales industries.

Retirement homes are often fitted with luxurious suites, local executives are seen on the corner with cardboard signs reading "will oppress the masses for food", political parties are banned from advertising and receiving private donations, and a punitive tax has been placed on harmful emissions. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Kawther's national animal is the Andulasian Horse, which teeters on the brink of extinction due to widespread deforestation, its national religion is Islam, and its currency is the Quth.

Kawther is ranked 3rd in RORMS and 2,700th in the world for Largest Public Sector, scoring 31 on the Bureaucratic Comprehensiveness Rating Scale Index.
