The Glorious Shogunate of Kagetora is a colossal, economically powerful nation, ruled by 伊豆山 with an iron fist, and remarkable for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 9.436 billion are ruled with an iron fist by the corrupt, dictatorship government, which oppresses anyone who isn't on the board of a Fortune 500 company. Large corporations tend to be above the law, and use their financial clout to gain ever-increasing government benefits at the expense of the poor and unemployed.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, moralistic, pro-business individuals devotes most of its attentions to Law & Order, with areas such as Social Equality and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of 江戸. Income tax is unheard of. A powerhouse of a private sector is led by the Uranium Mining, Information Technology, and Arms Manufacturing industries.

Crime suspects are forced to submit to blood testing, speaking out against the government is punishable by flogging, recruitment posters proclaim the army to be both fabulous and fashionable, and young children are regularly seen wagering pocket money at blackjack tables. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Kagetora's national animal is the 虎, which teeters on the brink of extinction due to widespread deforestation, its national religion is Atheism, and its currency is the 点.

Kagetora is ranked 11th in Minyang and 94,940th in the world for Most Compassionate Citizens, scoring -505 on the Kitten Softness Rating.
