Ethnic minorities are often refused admission to some of the nation's best schools, citizens who leave the country are officially classed as traitors, new urban roads are threatening city parks, and citizens are permitted to carry concealed handguns. Crime -- especially youth-related -- is crippling. Isla de la Tortuga's national animal is the giant tortoise, which teeters on the brink of extinction due to widespread deforestation, and its currency is the tortugan pound.
