The Empire of Inverne is a massive, environmentally stunning nation, ruled by Titus Hostilius Lurco with an iron fist, and remarkable for its punitive income tax rates. Its hard-nosed, cynical population of 4.442 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and the Environment. It meets every day to discuss matters of state in the capital city of the Great and Mighty Orthesis. The average income tax rate is 100%. A small but healthy private sector is dominated by the Book Publishing industry.

Dog breeding has been banned in accordance with recent animal experimentation laws, the government is making attempts at curtailing the flood of spam emails with little progress, cremation is compulsory for the deceased, and the government awards prizes to television shows featuring stereotype-breaking minority roles.
