The Empire of Insaneia is a huge, economically powerful nation, renowned for its compulsory military service. Its hard-nosed, hard-working, cynical population of 718 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Education. It meets every day to discuss matters of state in the capital city of Insaneia City. Citizens pay a flat income tax of 69%. A healthy private sector is dominated by the Information Technology industry.

The nation's diplomatic missives are now delivered via sniper rifle, postmen have been arrested in job lots for selling junk mail as home insulation, the police have reaffirmed their tough stance on drugs, and police officers have been re-kitted with designer uniforms and gold plated handcuffs. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Insaneia's national animal is the monkey, which is also the nation's favorite main course, and its currency is the insane.
