The Catty Kitten Empire of Illyriel is a colossal, environmentally stunning nation, ruled by The Supreme Alpha Kitty with a fair hand, and notable for its punitive income tax rates. Its hard-nosed, hard-working, intelligent population of 7.272 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Kitten City. The average income tax rate is 70%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Information Technology industry.

Criminals are thrown to the Kittys to repay their debt to society, torture is illegal, young children are regularly seen wagering pocket money at blackjack tables, and the commercialisation of highly deadly weapons has instilled Illyriel with a very polite populace. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Illyriel's national animal is the Kitty, which is also the nation's favorite main course, and its currency is the Kitten.
