The Uciniple Colony of Icotopia is a massive, socially progressive nation, ruled by Governor Erickson with a fair hand, and notable for its unlimited-speed roads. Its hard-nosed, hard-working, intelligent population of 3.974 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

It is difficult to tell where the omnipresent, liberal, pro-business government stops and the rest of society begins, but it juggles the competing demands of Defence, Commerce, and Education. It meets every day to discuss matters of state in the capital city of Burien. Citizens pay a flat income tax of 46%. A powerhouse of a private sector is led by the Arms Manufacturing, Tourism, and Information Technology industries.

The richest citizens live in sheltered private citadels, citizens are regularly arrested in queues for 'loitering', employers may fire workers without giving any reason, and citizens are frequently held up at gunpoint by their local pizza delivery boys. Crime -- especially youth-related -- is crippling. Icotopia's national animal is the Mountain Lion, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Donued.
