The Uciniple Colony of Icotopia is a colossal, socially progressive nation, ruled by Governor Erickson with a fair hand, and renowned for its barren, inhospitable landscape. Its hard-nosed, hard-working, intelligent population of 5.952 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

It is difficult to tell where the omnipresent, pro-business government stops and the rest of society begins, but it juggles the competing demands of Defence, Commerce, and Education. It meets every day to discuss matters of state in the capital city of Burien. Citizens pay a flat income tax of 13%. A powerhouse of a private sector is led by the Arms Manufacturing, Tourism, and Information Technology industries.

The Supreme Court vehemently protects civil rights and the right to privacy, elections have become procedural nightmares due to voters persistently rejecting candidates, abortions are routinely performed in Icotopia's hospitals, and the government is spending millions on renovating the public transportation system. Crime -- especially youth-related -- is crippling. Icotopia's national animal is the Mountain Lion, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Donued.
