The Kingdom of Hugoland is a gargantuan, environmentally stunning nation, ruled by Bonifatius III with an even hand, and notable for its sprawling nuclear power plants. Its compassionate population of 10.435 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as Education and Healthcare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of New Mercoburg. The average income tax rate is 18%, but much higher for the wealthy. A powerhouse of a private sector is led by the Automobile Manufacturing industry, followed by Arms Manufacturing and Information Technology.

Citizens are enjoying a recent large cut in taxes, an enormous health awareness programme is underway, badminton was recently banned due to 'unacceptable violence' inherent to the game, and suppression of pro-democracy protests is a daily occurrence. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Hugoland's national animal is the Pelican, which is also the nation's favorite main course, its national religion is Roman Catholicism, and its currency is the gold coin.

Hugoland is ranked 375th in Europe and 48,559th in the world for Largest Public Sector, scoring 11 on the Bureaucratic Comprehensiveness Rating Scale Index.
