The Kingdom of Hugoland is a colossal, economically powerful nation, ruled by Bonifatius III with an iron fist, and remarkable for its anti-smoking policies. Its compassionate, cynical population of 9.848 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The government -- a sprawling, bureaucracy-choked morass -- devotes most of its attentions to Defence, with areas such as Education and Healthcare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of New Mercoburg. The average income tax rate is 18%, but much higher for the wealthy. A powerhouse of a private sector is led by the Automobile Manufacturing industry, followed by Arms Manufacturing and Information Technology.

Cars speed down national highways while drivers sleep at the wheel, euthanasia is illegal, long arduous trials are held for the most trivial of offences, and Hugoland-made cars tend to catch fire in people's driveways. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Hugoland's national animal is the Pelican, which is also the nation's favorite main course, its national religion is Roman Catholicism, and its currency is the gold coin.

Hugoland is ranked 216th in Europe and 20,914th in the world for Most Compassionate Citizens, scoring 4 on the Kitten Softness Rating.
