The Supremely Democratic States of Hirota is a gargantuan, cultured nation, ruled by Kan Pae Down with a fair hand, and renowned for its barren, inhospitable landscape. Its hard-nosed, intelligent population of 17.353 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

There is no government in the normal sense of the word; however, a small group of community-minded individuals juggles the competing demands of Defence, Social Equality, and Healthcare. Income tax is unheard of. A powerhouse of a private sector is dominated by the Uranium Mining industry.

Owls are becoming popular in pet stores nationwide, protesters are up in arms over new nuclear power stations, the police force is on a recruitment drive, and people are now classified as male, female, or genderqueer. Crime -- especially youth-related -- is crippling. Hirota's national animal is the owl, which teeters on the brink of extinction due to widespread deforestation, and its currency is the coin.
