The Glorious Revolutionary State of Hinanai is a colossal, economically powerful nation, ruled by Comrade Tenshi with an iron fist, and renowned for its irreverence towards religion. Its hard-nosed, cynical population of 6.853 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Education. It meets every day to discuss matters of state in the capital city of Hinanai City. Citizens pay a flat income tax of 6%. A powerhouse of a private sector is dominated by the Uranium Mining industry.

Drunk drivers are sentenced to death, political activists are routinely executed, newborns are being raised as mindless killing machines, and otherwise healthy people are being sent to internment camps because they have VODAIS. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Hinanai's national animal is the Oarfish, which teeters on the brink of extinction due to widespread deforestation, its national religion is Church of our Eternal Leader and Savior, and its currency is the Mon.
