Its hard-nosed, hard-working, intelligent population of 1.594 billion enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and Social Equality. It meets every day to discuss matters of state in the capital city of Hill Valley. The average income tax rate is 60%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Hundreds of thousands of convicts work as slaves in Hill Valley0's many privately-owned prisons, public loudspeakers constantly tell citizens they are "happy people", welfare funding has recently gone through the roof, and the government has enacted freedom of information. Crime is totally unknown. Hill Valley0's national animal is the dog, which is also the nation's favorite main course, its national religion is Integrational Polytheism, and its currency is the dollar.
