The Constitutional Empire of Heklocharis is a gargantuan, safe nation, renowned for its compulsory military service. Its hard-nosed population of 10.485 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

The government has cut taxes in the face of widespread tax evasion, phone taps are frequently carried out by the police, renewable energy projects have ground to a halt, and notable individuals are granted land and titles. Crime is well under control, thanks to the all-pervasive police force and progressive social policies in education and welfare. Heklocharis's national animal is the Mallard Duck, its national religion is Catholicism, and its currency is the DOCA.
