The Empire of Hattori is a massive, genial nation, ruled by Emperor Kage with an even hand, and remarkable for its sprawling nuclear power plants. Its compassionate, intelligent population of 1.003 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Education, although Defence and Social Equality are on the agenda. It meets every day to discuss matters of state in the capital city of Tanith. The average income tax rate is 66%, and even higher for the wealthy. A powerhouse of a private sector is led by the Tourism, Arms Manufacturing, and Furniture Restoration industries.

The tenet of free speech is held dear, new safety regulations require all cars manufactured in Hattori to be bombproof, abortion is only legal in unusual circumstances, and children deemed 'disorderly' or otherwise unfit for public schools are shipped off to military academies. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Hattori's national animal is the Tiger, which frolics freely in the nation's many lush forests, and its currency is the Chit.
