The United Utopian States of Gwondalin is a massive, environmentally stunning nation, ruled by Emperor Jeroen I with an even hand, and remarkable for its devotion to social welfare. Its compassionate, intelligent population of 2.5 billion enjoy extensive civil rights and enjoy a level of social equality free from the usual accompanying government corruption.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it is mainly concerned with Education, although Social Equality and Social Welfare are secondary priorities. It meets every day to discuss matters of state in the capital city of Imperia. The average income tax rate is 88%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Teams of painters are converting road signs from horse lengths to kilometers, the government is avowedly atheist, the wearing and manufacture of fur apparel is banned, and pharmacies close down as medicinal drugs are sold freely by the government. Crime is totally unknown. Gwondalin's national animal is the Silver Eagle, which frolics freely in the nation's many lush forests, and its currency is the Gwondalin Mark.
