The Benevolent Dictatorship of GWACA is a massive, economically powerful nation, ruled by Comandante Jackson with an iron fist, and renowned for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 2.191 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

The large, corrupt government devotes most of its attentions to Defence, with areas such as Religion & Spirituality and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Phalanx. Citizens pay a flat income tax of 5%. A powerhouse of a private sector is dominated by the Information Technology industry.

Penurious citizens die from easily remedied ailments because they aren't 'taking enough initiative', a punitive tax has been placed on harmful emissions, billions of Credits are being blown on orbital weapons development, and Pinkerton agents are called in to forcibly break up white collar strikes. Crime is a serious problem. GWACA's national animal is the Tryaun, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Credit.
